Appendix H — Sector overlays and questions requiring counsel

A sector overlay is a scoped source-and-decision record, not a claim that the enterprise satisfies every regulator. The delivered sector pack includes editable workbook, CSV, structured rows, hypothetical decisions and local test results. Exact source versions, URLs and newline locators are in the source index.

These packs are bounded worked decisions with retained evidence and negative branches, not complete sector-law libraries or deployed clinical/HR/financial systems. Insurance, securities and education rows should be read under their own applicability conditions rather than inherited by the fictional NBFC merely because they share a workbook.

H.2 Live-use questions that remain

The canonical unresolved-question register retains exact source anchors and safe dispositions. Its questions do not authorise unverified processing. Use this operational index to assign the next evidence request.

This table is an author navigation index, not newly resolved legal advice. Known English Rules facts must not be reopened as “unread source” residuals. A real decision needs the exact instrument, actor, trigger, conditions, exception, effective date and evidence that the facts fit. If an applicable source or entity fact is missing, preserve an unresolved/restricted state and owner rather than importing an unsourced retention number.

H.3 Overlap review workpaper

For a new activity, list each potentially applicable instrument separately. Record what each requires, whether the duties can coexist and the exact conflict, if any. Chapter 5 distinguishes the general conflict rule from the transfer-specific saving. Do not choose a universal “strictest rule” and erase the other obligations. Incident tracks have their own awareness/notice facts, recipients, clocks and content; one timely message does not necessarily discharge every track.

The integrated sector overlays carry the bounded source rows into the dossier. Their presence is not final Company-specific approval. Source hashes can establish that the reviewed text is unchanged; they cannot establish that no later instrument exists or that an unnamed enterprise meets the conditions.
